Written declaration
If you are a subject of a EU member state (or otherwise legally established in an EU member state) and wish to work as a teacher on a temporary (occasional) basis, you do not have to apply for a recognition of your foreiegn qualification. However, you do need to submit a written declaration at DUO.
Teaching on a temporary and occasional basis can, for example, be feasible for those who will just temporary establish themselves in the Netherlands and have no need for a permanent teaching position.
General conditions
An important requirement for temporary and occasional teaching service is that you are fully and legally licensed in the EU member state of origin for the profession you want to practice in the Netherlands.If after one year you wish to continue your teaching services on an temporary and occasional basis, reconfirmation of your written declaration is necessary.
Keep in mind that that sufficient command of the Dutch language is required. Decisions on this are made by the school authorities concerned.
Legal provisions
The conditions for submission of a written declaration for temporary and occasional teaching services are laid down in the EC Directive/2005/36/EC, transcribed into the Regeling erkenning EG-Beroepskwalificaties onderwijspersoneel (January 16 2008, WJZ-2008/2010 (1602)) (Decree on the recognition of EU teaching personnel).

Teaching Qualifications
A written declaration for temporary and occasional services is nessecary for the following educational sectors:
- teacher in primary education;
- teacher of general secondary education;
- teacher of vocational training and adult education.
